Strategic environmental assessment (SEA) is one of the tools by which environmental considerations can be institutionalized in the policy and planning system. Strategic environmental assessment is a systematic process to identify and compare the cumulative effects of different options at strategic decision-making levels, that is, policies, programs and plans. Therefore, this evaluation can be considered a coherent framework for integrating environmental considerations at the highest strategic levels  

Due to the lack of attention of environmental impact assessment to environmental policies at strategic levels and especially in the policy making and planning process, strategic environmental assessment was proposed and promoted to solve this deficiency. In fact, strategic environmental assessment as a tool to include environmental considerations in the early stages of decision-making regarding the implementation of policies, programs, and plans has attracted the attention of planners. Also, strategic environmental assessment is one of the accepted methods to achieve sustainable development goals, in which the environmental effects of development policies, programs and plans are regularly and widely evaluated.Therefore, considering the importance of environmental strategic assessment, this article, which was prepared with the library method and document study, investigated its concept and applications, and finally, the two methods of SWOT matrix (1) and quantitative strategic planning matrix (QSPM) (2) which are among the effective methods for implementing strategic environmental assessment, have been reviewed
